When Cash Reserve Actual is within cash reserve thresholds, then this is the calculation:

Initial Cash ($) = Total Cash ($) – Cash Reserves Actual

In all other situations, this is the calculation:

Initial Cash ($) = Total Cash ($) – Cash Reserves Goal
